chore: add Bun + TypeScript project scaffolding

Bun is the runtime, bundler, test runner and SQLite driver, so zod is the only dependency. Strict TS with noUncheckedIndexedAccess. Co-Authored-By: Claude Opus 5 (1M context) <[email protected]>
