Lucas WintherandClaude Opus 5.5 34e671932a docs: cap the covers folder size; refuse uploads when full

MBSEED_STORAGE_MAX_BYTES (default 1 GiB) limits the folder. Uploads past
it get 507 and nothing is evicted early, since older files may still be
under MangaBaka review.

Specs

Approved specifications from the superpowers brainstorming workflow. Nothing non-trivial gets implemented without one.

Naming: NNN-short-slug.md, zero-padded, sequential.
A spec states what and why, plus acceptance criteria. Not how.
Front matter: status: draft | approved | implemented | superseded. No link to a plan — plans are removed before merge.
Never delete an implemented spec; it is the record of intent.
