Lucas WintherandClaude Opus 5.5 1453a00b9c fix: verify-references installs TS deps; sync-check covers expansion tests; template gitignore and passWithNoTests

verify-references ran a bare `npx vitest run` in the staged reference, which
fetched an unrelated vitest that could not load the reference config. It now
installs the reference's devDependencies first. sync-check also checks each
module's expansion/tests against ### headings in expansion/README.md.

Systemic Design Course: TypeScript workspace

Your engine lives in src/engine/ (generic rules machinery) and src/content/ (card definitions; only this directory may name specific cards). src/harness.ts is the thin adapter the course tests call; replace its throw new Error("not implemented") stubs with calls into your engine.

Tests live in tests/ and import from "../src/harness". Get a module's tests with node tools/start-module.mjs NN <this-dir> from the course repo.
