Improve Taiwanese Chinese translations

Align zh-TW strings with the English sources and use natural Taiwanese
terminology throughout the website and PDF viewer locale resources.
Add missing merge-tool messages and clarify signing, annotations,
accessibility descriptions, and page controls.
