feat(routines): Wuthering Waves' weekly built-ins

Weekly Challenge, Pioneer Podcast weekly EXP and Weekly Activities, confirmed
in game. The Podcast cap is 12,000 — the wiki's newest season page (v3.1)
still says 10,000.
