Sync Farsi translation with upstream and list it in the docs

Translate the 159 tools.json keys added upstream after this branch
was opened:
- editPdfText (114) - the PDF text editor
- duplexCollate (43) - the duplex collate tool
- mergePdf.removeDuplicateFonts
- pdfToTiff.alert.conversionOutOfMemory
fa/tools.json is now at full parity with en/tools.json (1039 keys).
Also register Farsi in the README language table and in the
TRANSLATION.md supported-language list and coverage table, matching
what the Korean and Slovak additions did.

Add Farsi (Persian) translation
...
Add complete fa locale with 1146 translated keys (266 common, 880 tools).
Register 'fa' in supportedLanguages, languageNames, and SUPPORTED_LANGUAGES.
Also add 'fa' to the three hardcoded language regexes in i18n.ts
(getLanguageFromUrl, changeLanguage, rewriteLinks) — these are not mentioned
in TRANSLATION.md, but without them /fa/ silently falls back to English.
Persian is RTL, so extend the dir=rtl check from 'ar' to ['ar','fa'] in both
i18n.ts and generate-i18n-pages.mjs.
